CHAIRMEN

Li Shousheng

Party Secretary, Chairman of China Petroleum and Chemical Industry Federation (CPCIF)

Mr. Li Shousheng graduated from the Management School of Xi’an Jiaotong University. Being a senior economist and MBA degree holder, he is now a visiting professor to Xi’an Jiaotong University and Beijing University of Chemical Technology.

Mr. Li Shousheng had served successively as Deputy Director-General of Shaanxi Petrochemical Industry Department, Director-General of the Policies, Laws and Regulations Department of the Ministry of Chemical Industry (MCI), Director-General of the Planning Department of MCI, Deputy Director-General of the Industrial Policies Department of the State Economic and Trade Commission (SETC), Deputy Director-General, Director-General of the General Affairs Department of SETC, Director-General of the Bureau of Performance Assessment of State Administration of State-owned Assets (SASAC), Director of the Bureau of In-house Logistics of SASAC and a Member of SASAC CPC Committee. Mr. Li was elected to be the Executive Vice Chairman of CPCIF in May 2010, and has taken the position of party secretary and acting chairman of CPCIF since January 2015. Mr. Li was elected to be the Chairman of CPCIF in Oct. 2015.

Mr. Li has been engaged in corporation management and macroeconomic performance analysis for a long time. He has led the establishment of the business performance evaluation system for state-owned companies and has very deep understanding of company and macroeconomic management. Mr. Li has published more than 200 articles and reports on national level journals and other publications.

Ma Jing

Chairman of Shanghai Chemical Industry Park Administration Committee

Born in October 1963 Shanghai, Ma Jing has MBA and senior engineer degree. Mr. Ma is now party secretary and chairman of Shanghai Chemical Industry Park Administration Committee.

Mr. Ma has worked as party member and deputy manager of Shanghai Clutch Plant, deputy head of Investment and Technological Transformation Department, deputy head and head of Equipment and Industry Department, head of Industrial Park Management Department, head of Industrial Investment Department of Shanghai Economy Commission, head of Comprehensive Planning Department, chief engineer, party member and deputy director of Shanghai Municipal Commission of Economy and Information Technology, deputy director of Shanghai Zhangjiang High-tech Industrial Development Zone Administration Committee etc.

Xuan Fuzhen

President of East China University of Science and Technology

Xuan Fuzhen, President of East China University of Science and Technology. He is also the vice chairman of the Chinese Pressure Vessel Society, the vice chairman of the Shanghai Modern Design Law Society. He has been awarded (selected) a number of honorary titles of National Ten Thousand Talents Program Leading Talent, the Yangtze River Scholar Distinguished Professor of the Ministry of Education, the Shanghai Leading Talent, and the Shanghai Excellent Discipline Leader, etc. Other granted projects Include the National Outstanding Youth Fund and the National Hundred and Thousand Talents Project.

He has been committed to research in the fields of chemical machinery and intelligent detection for a long time, and has presided over the completion of projects including the National Nuclear Power Major Project, the National 863 Program, and the National Science and Technology Support Program. Besides, he has received first and second prize of the National Science and Technology Progress Award, five first prize and one second prize of provincial and ministerial special prize, together with China Petroleum and Chemical Industry Federation Youth Science and Technology Outstanding Contribution Award.

VICE CHAIRMEN

Fang Xiangchen

Executive Vice President and Secretary General of The Chemical Industry and Engineering Society of China (CIESC)

 

Prof. FANG Xiangchen, PhD supervisor, is the Executive Vice President and Secretary General of The Chemical Industry and Engineering Society of China (CIESC). He was the Former President of SINOPEC (Dalian) Research Institute of Petroleum and Petrochemicals.
Prof. Fang graduated from East China University of Science and Technology in 1982 and was a visiting scholar in Swansea University from 1988-1989. He is an expert enjoying State Council Government special allowance, CIESC Fellow and Chinese Chemical Society (CCS) Catalytic Committee Member.
Prof. Fang devotes himself to catalytic reaction engineering technology research of petroleum hydrogenation process, including hydroprocessing development, catalyst structure-activity relationship research, and etc. in his career life. He systematically participated in and presided over a series of oil refining hydroprocessing technology development projects, which have been widely applied to meet the needs of hydroprocessing technology for national economic development.
As the Principal Investigator, he has won 2 second prizes of the National Award for Technological Invention, 2 Chinese Patent Excellence Awards, 10 first prizes of ministerial and provincial awards for scientific and technological progress, 82 domestic and foreign authorized patents, and published 5 monographs.

Fu Xiangsheng

Vice Chairman of China Petroleum and Chemical Industry Federation(CPCIF)



 

Fu Xiangsheng, born in Shouguang, Shandong, is a professor-level senior engineer. He graduated from Shandong Chemical Industry College (now Qingdao University of Science and Technology) with a bachelor’s degree; he finished his on-the-job graduate study as a major in economic management at the Party School of the CPC Central Committee, and got a master’s degree.

In 1983, he was allocated a job in the Ministry of Chemical Industry after his graduation from the university, and worked in sequence as an assistant engineer and later an engineer at the Science and Technology Bureau (Department) under the Ministry of Chemical Industry, the deputy chief and later the chief of the General Planning Division of the Science and Technology Bureau under the Ministry of Chemical Industry, the deputy secretary of CPC and deputy president (deputy-director level) of the photosensitive chemical research institute under the Ministry of Chemical Industry, the president (director level) of the science and technology research institute under the Ministry of Chemical Industry, the vice general manager and a member of the CPC standing committee of China Haohua Chemical Industry Group Co., Ltd., the deputy secretary of CPC and the secretary of discipline inspection commission of China National Chemical Corporation, and at the same time for once the general manager and the secretary of CPC of China Haohua Chemical Industry Group Co., Ltd..

In October 2015, he was transferred to China Petroleum and Chemical Industry Federation and took the position of vice chairman, as well as chairman of Chemical Industrial Park Working Committee of CPCIF. He is an expert consultant for the industrial economic forecast and early warning. Also, he is the expert consultant of China International Engineering Consulting Corporation and Academic Committee of Strategic Institute.

Wan Tao

Nomination Committee of the Sinopec Shanghai Petrochemical Co., Ltd



 

Wan Tao, born in January 1968, is Chairman, Executive Director, Chairman of the Strategy Committee and member of the Nomination Committee of the Sinopec Shanghai Petrochemical Co., Ltd , Director of Shanghai SECCO and Chairman of Shanghai Chemical Industry Park Development Co., Ltd. Mr. Wan graduated from Tianjin University in 1992 with an engineering master’s degree in chemical engineering. He is a senior engineer by professional title.

Wang Jingyi

Party Secretary and Chairman of Sinopec Shanghai Gaoqiao Petrochemical Co., Ltd.



 

Wang Jingyi, male, member of the Communist Party of China, MBA, senior engineer, is currently the president and the Party Committee secretary of Sinopec Shanghai GaoQiao Petrochemical Co., Ltd.. He is also the president of Shanghai Sinopec Mitsui Elastomer Co., Ltd., the vice president of Shanghai Sinopec Mitsui Chemical Co., Ltd. and the Director of Shanghai Secco Petrochemical Co., Ltd. He once served as the president and the Party Committee secretary of Yangzi Petrochemical company and Yangzi Petrochemical-BASF Co., Ltd., as well as the Executive Director and the Party Committeesecretary of Sinopec Refinery Sales Co., Ltd..

He has won the first and second prize of National Award of Science and TechnologyProgress, the first prize of Sinopec Science and Technology Progress Award and Sinopec Management Modern Innovation Award. He is also the cultivating candidate of “333 High-level Talents Cultivation Project” of Jiangsu Province and the Model Worker of Nanjing Province.

Gu Lili

Secretary of the Party Committee and Chairman of Shanghai Huayi Group Corporation Limited.


 

Gu Lili, male, born in May 1972, university degree, MBA, senior economist, member of the Communist Party of China. He served as the Deputy Director of the Economic and Trade Commission of Shigatse Region of Tibet Autonomous Region, Deputy Secretary of the Party Committee, Secretary of the Commission for Discipline Inspection, Chairman of the Supervisory Committee and Chairman of Shanghai Chlor-alkali Chemical Co., Ltd., General Manager of Shanghai Minhang Huayi Small Loan Co., Ltd., Chairman of the Supervisory Committee of Double Coin Holdings Ltd., Deputy Secretary of the Commission for Discipline Inspection, General Manager of the Supervision and Audit Department of Shanghai Huayi (Group) Company, Deputy Secretary of the Commission for Discipline Inspection, General Manager of the Supervision and Audit Department, Vice-president, Deputy Secretary of the Party Committee, Chairman of the Trade Union of Shanghai Huayi Group Corporation Limited, Chairman of Shanghai Chemical Union. Gong Yanling

Deputy Secretary General of Chemical Industry and Engineering Society of China (CIESC)

 

Gong Yanling, female, graduated from Tianjin University, majoring in chemical technology with master degree. She is a senior engineer, CPC member. Gong Yanling is the deputy secretary general of Chemical Industry and Engineering Society of China (CIESC), member of China Women’s Association for Science and Technology.

Gong Yanling was a director journalist and editor in chief of China Chemical Information Weekly and China Chemical Reporter (CCR) which are national core journals sponsored by China National Chemical Information Center, a national information consulting agency. She led the team and won the first prize of national excellent journal in the field of petroleum and chemical industry for several times.

She has long been committed to energy and petrochemical information consultation and development research, published industry analysis and research report of about 150,000 word. She authored or participated in writing books or reports entitled Prospects for the Development of China’s Petroleum and Chemical Industry, Chemical Supply Chain Management and Trends, Research on Industrial Sustainable Development and Carbon Dioxide Emissions, General History of China’s Chemical Industry, Approaching Chemical Industry, Chemical Industry and Life.

She started working in CIESC in 2015 and was its office director, deputy director of evaluation center. At present, she is CIESC deputy secretary general and director of the academic exchange department, in charge of academic exchange, talent recommendation, scientific and technological service, comprehensive management and other related works, and is committed to building the society into a world leading society. She has won awards such as Advanced Individuals, Innovative Projects, and second prize of “Scientific and Technological Progress” of CIESC Science and Technology Award in 2019.

Hu Qianlin

Deputy Secretary General and Director of Technology and Equipment of China Petroleum and Chemical Industry Federation

 

Party member of the Communist Party of China, researcher. He is currently a member of the Standing Committee of the CPC Committee, deputy secretary general and director of the Department of science and technology and equipment of the China Petroleum and Chemical Industry Federation (hereinafter referred to as the “Federation”), director of the productivity promotion center of the chemical industry, and also the Secretary General of the coal chemical industry special committee of the Federation, the vice president of the special foundation for science and technology award, the Secretary General and the Secretary General of the expert committee, and the standing director of the Chemical Society of China, Xiamen University, Nanjing University of technology, part time Professor, etc. He graduated from fine chemical engineering of Wuhan University of Engineering in July 1987, and has successively served as deputy director of science and technology division of the original Ministry of chemical engineering, director of science and Technology Office of former State Petrochemical Bureau, deputy director, director and Deputy Secretary General of science and Technology Department of the association of Petroleum and chemical industry of China (Federation). He has been engaged in the management and consultation of Chemical Technology for a long time, and has rich experience in the development strategy and planning of industry science and technology, the research on the development and technological innovation strategy of modern coal chemical industry, the organization of key technology and scientific and technological research, and the establishment of the industrial technological innovation system. He has successively participated in and presided over the development plan of chemical industry science and technology in the ninth five year plan, the 15th and 11th Five Year Plan and the formulation of the “Twelfth Five Year Plan” and “13th five year plan” for the development of petroleum and chemical industry science and technology. He has published more than ten papers in the Chinese core journal, and has won one first prize of excellent achievements in energy soft science research in 2015, 2 first prize and one second prize of science and technology progress award of China Petroleum and Chemical Industry Federation. He served as the consultant expert of clean use of coal of the State Energy Bureau, the expert of the national science and technology award, the first technical expert of Beijing Intellectual Property Court, etc.

Yang Ting

Secretary General of Chemical Park Working Committee of CPCIF, China Petroleum and Chemical Industry Federation

 

Mr. Yang Ting , Professor Senior Engineer,has been engaged in the planning of petroleum and chemical industry, consultation and study of engineering project, construction and management of engineering project, planning and management of chemical parks as well as market research of petroleum and chemical products. Mr. Yang has lead the organization teams who are working on “Guidelines on Standardized Development of Chemical Parks”, “Evaluation Guidelines of Green Chemical Parks”, “Comprehensive Evaluation Index System of China’s Chemical Parks”which are all guiding documents for chemical parks development. Mr. Yang has also undertaken the pre-planning, market research and project management of quite a few world-scale refining and coal chemical projects in China. In recent years, he has lead to complete over 50 research projects of national ministries and commissions and over 100 development plans for big-sized petrochemical enterprises, general development plans for chemical parks and initial consultation plans of Sino-foreign joint projects, as well as market demand forecast and production technology developing trend research of over 100 petroleum and chemical products. As the main drafter, he has also lead making China’s first National Standard about Chemical Parks “Management Regulations on Public Common Corridor s in Chemical Parks”, and amending over 30 national standards.

Jin Jian

Mr. Jin has worked in Zhengtai rubber factory, Xinye company, Shanghai tire rubber (Group) company, Shanghai Huayi (Group) Company and Shanghai sanaifu New Material Co., Ltd. He has been the deputy general manager of Shanghai Chemical Industrial Zone Development Co., Ltd. since 2015.

Mr. Jin graduated from the Department of chemical engineering, Shanghai University of engineering and technology in 1992, and received a master’s degree in Business Administration from CEIBS in 2008.

Xue Feng

President of Shanghai Foreign Investment Development Board



 

Xue Feng, President of Shanghai Foreign Investment Development Board (Shanghai Overseas Investment Development Board) , known as ‘Invest Shanghai’.
He has served in the World Trade Organization Department of the Ministry of Commerce, P.R.C., Deputy Director of Department of Trade in Services of Shanghai Municipal Commission of Commerce (during which he also served as Assistant General Manager of National Base for International Cultural Trade (Shanghai)).
He has participated in the negotiations on China’s non-agricultural market access, non-tariff trade measures, trade facilitation and government procurement in the World Trade Organization. He participated in the negotiations on the China-Australia Free Trade Agreement. In SCOFCOM, he participated in the formulation and implementation of policies related to service trade in China and Shanghai, especially is responsible for international cultural trade and service trade statistics. Now, He’s leading a team of Invest Shanghai specialized in promoting both inward and outbound investment projects, promoting business environment of Shanghai as a whole, and formulating an investment promotion partnership both within Shanghai and around the world through his local team and its overseas representative offices in Los Angeles, London, Frankfurt, Osaka and Gothenburg.

Zhu Jian

Mr. ZHU Jian (“Mr. ZHU”), aged 46, is the Deputy General Manager of Shanghai Chemical Industry Park Development Company Limited.

Mr. ZHU previously worked at Shanghai Waigaoqiao Free Trade Zone United Development Co., Ltd. and the Shanghai Waigaoqiao Free Trade Zone Administrative Commission. From 2003 to 2008, Mr. ZHU served as the Secretary of the board of directors of Shanghai Chemical Industry Park Development Company Limited (“SCIPD”). Mr. ZHU has been an assistant to President of SCIPD since 2005 and was promoted to Deputy General Manager in 2015.

Mr. ZHU graduated from the Accounting Department of Shanghai University of Finance and Economics in 1996. He received a Master of Business Administration degree from China Europe International Business School in 2007.

Zhu Liangwei

She got Master’s Degree on Chemical Engineering of Tianjin University at 2006 and worked as engineer in WISON Engineering Shanghai Company and had been worked on Ethylene Cracker constructing project on SINOPEC Maoming Petrochemical. Then she transferred to Beijing and worked as director of oversea business and researcher of chemical regulations on China National Chemical Information Center. She edited and published some books such as Q&A on REACH Regulation, Best Practices on Collaborative Innovation, etc. As one of the key writers, she had published some books such as Defining the Future-Outlook of China Petroleum & Chemical Industry on 2030 & Beyond, Bioethanol, Legal System of Chemical Risk Management,etc. She also had published articles over 500,000 words in newspapers

Nicolas Sestier

Since 2011, Nicolas has been posted in the United States and Chile, then, Head of the Industries Department in Paris for Business France for all 65 countries covered by the Agency. He is now in charge of the Industries, Environment, Energy, Infrastructure and Mobility division for China, with the mission to promote business dialogue between French and Chinese companies with his team of 15 people spread throughout China.

Francois Fevrier

Francois Fevrier has been appointed CEO WATER and RECYCLING & RECOVERY of SUEZ Asia since January 2023, directly responsible for the Group’s overall businesses in Asia: water management, recovery and waste management, treatment infrastructure and smart & environmental solutions.
Since joining SUEZ in 1989, Francois has played a vital role in building the company’s successful water portfolio and is a force driver behind SUEZ’s outstanding growth. With over 30 years of experience in the water industry, Francois held several executive positions in the Group. In July 2013, he was appointed CEO of Water in Asia.
He earned his MSc degree at Agro Paris Tech and MBA degree at Institut Francais De Gestion in France.

Zhou Jianhui

Mr. Jianhui Zhou graduated from Qingdao University of Science and Technology and achieved a bachelor’s degree of rubber products in 1985. He got an MBA from Shanghai Jiao Tong University Antai School of Economics and Management in June 2001. He later acquired an EMBA from China Europe International Business School in November 2011.

He now works as the Vice Chairman at Red Avenue New Materials Group Co., Ltd., as well as the honorary member of the Red Avenue Foundation. He once served as the Secretary of the board of Shanghai Tyre Group Co. Ltd., General Manager of Sino Legend (China) Chemical Company Ltd and the member of Chemical Industry Rubber Specialised Committee of China.

Mr. Chen joined Anglo American in May 2020 as Head of Market Development PGMs, APAC, where he is responsible for developing, executing and optimizing strategies for the future growth of the PGMs market, as well as pursuing research and investment opportunities in new technologies, processes and growth areas around PGMs in the energy, materials, automotive, chemical, pharmaceutical, electronics, jewelry, environmental and carbon neutral sectors.

From 2005 to 2020, Mr. Chen held key positions in general management, strategic planning, marketing, and manufacturing operations for leading international companies in the new energy industry. He served as the marketing director of Asia Pacific region for Valence, a pioneer in power batteries, and was the first to introduce the application of large lithium-ion power batteries in China; he served as the Head of BU environment and energy and the marketing director of energy storage business in China for the Europe’s leading fine chemicals company, Sud-Chemie and Clariant, respectively, and successfully commercialized lithium iron phosphate materials in cooperation with leading battery companies in China, establishing a leading position in the field of power batteries. During his tenure as General Manager China for Johnson Matthey’s New Power Systems business line, he was responsible for the operation of the Lithium Iron Phosphate (LiFePO4) production base in China and the expansion of the fuel cell business. In 2018, he joined the world’s largest lithium resource supplier, Albemarle in USA, as Global Business Director of Lithium Metal and Specialty Lithium Salt Business, responsible for strategic planning and business development of global lithium metal energy storage applications, as well as participating in the development and implementation of strategic planning for lithium resource allocation in Australia.

Ruby Lyu

Ruby is an advocate and practitioner of social innovation and impact investment, who has invested in a range of social enterprises. She has years of consulting and management experience in sustainable development, corporate social responsibility and responsible investment. She has served as marketing director of SynTao and secretary-general of Simeng’s Corporate Social Responsibility Promotion Center. She authored “Cross-Border Dialogue: A Practical Collection of Public Welfare Projects” and tutored in Asia-Europe Business School. Ruby graduated from Wuhan University.
